Medical Services Initiative (MSI)
The Medical Services Initiative (MSI) is Orange County’s safety-net program for low-income adults providing primary, preventive, and emergent medical services through a public-private partnership between the Orange County Health Care Agency and community health care providers.
Eligibility for MSI
You may be eligible for MSI benefits if you:
- Are a legal permanent resident or citizen of the United States
- Are an Orange County resident
- Are between the ages of 21 and 64
- Meet current Federal Poverty Guidelines for income (200% or less).
- Cannot pay for the medical care you need
- Complete an MSI application
- Are not eligible to Medi-Cal
An Urgent or Emergent condition is no longer needed to apply (space may be limited to a certain number of patients). Please call the Social Services MSI Eligibility Information Line at (866) 979-6772 if you have any questions about the qualifications listed above.
Application Process
Applications are taken at a hospital or community clinic with an MSI representative. To apply for MSI coverage you must:
- Make an appointment to complete an application,
- Provide proof of Orange County residency (such as a drivers license, car registration, credit card bill, or utility bill),
- Sign a Credit Authorization release form,
- Provide proof of income,
- Provide proof of age,
- Provide proof of citizenship and identity. This only needs to be provided once.
