Over the past 25 years I have been fortunate to work along side many of you as I have worked in a variety of assignments in all divisions of the Social Services Agency (SSA).  I have always appreciated and respected the dedication and professionalism of SSA staff and your commitment to the delivery of quality services to the County’s most vulnerable and needy residents.

As you know we are all held accountable to numerous state and federal performance standards and because of your efforts you are responsible for the County of Orange being a high performing county and successfully meeting or exceeding most of these specified performance standards. I recognize this is not easy as we have limited resources and the performance expectations continue to increase.  State and federal auditors/ reviewers regularly review our work, and statistics extracted from CalWIN and CWS/CMS verify that SSA staff are high performers providing quality services and accurate and timely benefits. As County employees, SSA staff contribute to the County mission by providing outstanding, cost effective, regional public services.

Building and sustaining a high performing organization is a long-term process. In SSA the foundations were laid many years ago with the development of Training and Career Development (TCD).  TCD ensures SSA staff are trained, educated and highly skilled in providing services to the residents of Orange County.

In addition to the mandated training and professional development that is offered at TCD, there are other opportunities to assist you in developing skills beyond your core job performance. Two local colleges, Cypress College and California State University Fullerton (CSUF), provide classes during evening hours at our TCD Facility for SSA staff wishing to pursue college degrees in the Educational Partnership program. The recent addition of a part-time CSUF Masters in Social Work (MSW) program just for County employees is an excellent addition to these evening classes.  The County values your efforts to improve your academic education and continued professional development and some of your expenses may be reimbursed through the tuition reimbursement program. I truly encourage all of you to take advantage of all TCD has to offer.

SSA Director Ingrid Harita Celebrates 25 Years with SSA

Steve Dunivent, Deputy CEO, surprised Ingrid Harita, Social Services Agency Director, at her Executive Staff meeting on July 7th with her 25-year service pin!  Mr. Dunivent complimented Ingrid on her fine service to the Social Services Agency and the County of Orange.  Ingrid began her career with Orange County as a Senior Social Services Supervisor with the Social Services Agency (SSA).  She has also held the positions of Program Manager, Children & Family Services Division; Contract Administrator, Administrative Services Division; Senior Contract Administrator; Program Manager, GAIN (Family Self-Sufficiency Division); Program Manager, Adult Services and Assistance Programs Division; Deputy Director, Adult Services and Assistance Programs Division; and, was the Director of the Adult Services and Assistance Programs Division for SSA prior to her promotion to Agency Director in 2005.  Mr. Dunivent and the executive team members discussed the “collective history” of service they have in the County; all agree it has been very rewarding work and lots of fun!  Congratulations to Ingrid on her recent milestone!

2nd Annual Eckhoff Multi-Cultural Potluck

The Second Annual Multi-Cultural Potluck took place on June 5, 2008.  The event was held at the Eckhoff offices of Children and Family Services.  The event featured food, entertainment, and a fashion show representing many different cultures.   The members of the Multi-Cultural Advisory Committee, as well as volunteers from various SSA offices, coordinated the event.  It was a great success!  In addition, it has been decided that the venue for the Annual Multi-Cultural Potluck will rotate each year to allow all SSA employees the opportunity to participate.  The Third Annual Multi-Cultural Potluck will be held at the CHIP offices in Cypress.

Orangewood Volunteer Recognition Event 2008

Children and Family Services /Orangewood Children’s Home

Staff from Orangewood Children's Home, the emergency shelter for Orange County, honored their current volunteers with a yearly recognition luncheon on June 24th at The Hacienda Restaurant in Santa Ana. The luncheon provided the opportunity to thank everyone for his or her continued support over the past year. Each volunteer received a special award, which was designed by the children temporarily housed at Orangewood, and a recognition pin to commemorate his or her continued support. Children and Family Services Deputy Director Nathan Nishimoto and Program Manager II Jaime Muñoz thanked everyone for being an intricate part of the children’s lives. Program Manager I David Zietz closed the afternoon with his thoughts regarding how the volunteers affect our community and the impact they make in the lives of the children.


Our volunteer’s interactions with the children help the children forget, just for a while, the reason why they were placed in protective custody. The children's thank you certificates demonstrated how the children appreciate all of the special attention that is shown to them by the volunteers.  Personal time is one of the greatest gifts an individual can offer to the children placed in our care. Everyone took a moment to reflect on how their time and efforts have influenced the lives of these children. Orangewood staff and children feel so fortunate to be the recipients of community goodwill displayed by our volunteers.

Income Eligibility Verification System (IEVS) Backlog Adventure

From January through May, 2008, West Regional Center/Hoover Building looked like a scene from “Raiders of the Lost Ark,” as Income Eligibility Verification System (IEVS) workers, other volunteer Eligibility Technicians, Office Technicians and Closed Files staff perused old dusty cases, reviewing the earnings histories of clients with old case records.  All of this was an effort to process backlogged IEVS reports. The only things missing were the cobwebs and lurking snakes!

Income Eligibility Verification System (IEVS) reports are generated by the State to report Unemployment Insurance Benefits (UIB) and Disability Insurance Benefits (DIB) benefits that have been received by our clients.  This information must then be matched with the information reported by the clients to see if there is a discrepancy.

Much like Indiana Jones, the collective IEVS heroes, which included over 30 Eligibility Technicians, 20 Office Technicians and closed files staff, found and resolved a host of income reporting mysteries and dropped the backlog from over 40,000 reports to approximately 5,000 reports agency wide. Instead of a trusty whip, mighty pens, calculators, and computer keystrokes were the weapons used to accomplish this daunting task.

Executive and regional management recognized the teamwork and collaboration of all staff involved in this project during a recent celebration luncheon, at which time a Certificate of Appreciation was presented to each member of the IEVS Backlog Adventure Team.

This is a fine example of “Teamwork at Its Best!”  Move over, Indy!

Every Child Needs an Angel

Take recruitment out to the ballgame!  The Los Angeles Angels of Anaheim Organization is partnering with the Orange County Children and Family Services Foster and Adoptive Family Development Team (FAFDT) in an effort to raise public awareness regarding the need for additional foster and adoptive families in Orange County.  FAFDT recruits and trains foster and adoptive families and recently began using the media to call attention to the need for more families willing to foster or adopt Orange County dependents.  Now, we are pleased to announce that the Los Angeles Angels of Anaheim will air a Foster and Adoptive Public Service Announcement on the Jumbo Tron at Angel Stadium during home games, starting August 25th and continuing throughout September.  In addition, an Orange County Foster and Adoptive Information table will be set up at the stadium during several home games.  FAFDT is excited at the prospects this partnership will bring!  Stay tuned for more information about the major project we are planning with the Los Angeles Angels of Anaheim for the 2009 season to help find more homes for our dependent children!

Medi-Cal Citizenship/Identity Workgroups

Did you know that effective May 12, 2008, Medi-Cal applicants and beneficiaries (unless exempt) were required to provide evidence of U.S. citizenship and identity?  As you can imagine, implementing a change of this magnitude required over a year of intense planning involving close collaboration and numerous meetings between staff from Adult Services & Assistance Programs Division (ASAP) Operations, ASAP Program, Information Technology, Human Resources/Career development (HRCD) and various other partners.  In addition, this change required training for over 1,000 clerical, eligibility, and supervisory staff from seven ASAP regional offices.

To help facilitate the change, a new link entitled “Medi-Cal Citizenship/ID Info” was developed for the Assistance Programs’ Intranet home page.  The new link will allow staff to access Frequently Asked Questions, two new Resource Guides, three new operational policies, ten online forms, and seven online guides/tools regarding the new change. 

On June 11, 2008, several Medi-Cal Citizenship/Identity Workgroups were recognized for the many tasks they accomplished related to the successful implementation of this new Federal mandate.  The celebration was held at 888 N. Main Street, and included individual and group recognitions by SSA Executives and Deputy Directors. During the celebration, staff representing all levels were given special recognition certificates for their outstanding performance.

Implementation of this regulation change had positive results thanks to all who helped ensure successful results!

CalWORKs North Annual Picnic

On the beautiful sunny day of June 26, 2008, the MaxWORKs committee (the joint MAXIMUS/CalWORKs Staff Advisory Committee at the Sand Dollar offices) hosted our annual summer picnic at Juarez Park in Anaheim.  The picnic was a “Sports Theme.”  The tables were decorated with sporty balloons and everyone was invited to wear his or her favorite sports team attire.  All enjoyed the great tasting soft tacos made right on the spot by our wonderful caterer.

Our partners, including staff from MAXIMUS, Arbor, and SSA Children and Family Services units, were invited to join us for the festivities.  This was a great time to mix and mingle with our co-workers.  The lunch hour was full of fun and laughter as we all enjoyed the outdoors together. 

This was a successful event due to the hard work of the MaxWORKs committee and all of those that participated in the fundraisers for the event that were held throughout the year.  The next event will be our annual holiday party held in December.

Getting Educated to Help the Aging: the CalSWEC Aging Initiative

The California Social Work Education Center, or CalSWEC, is a nationally recognized model for social work education and training.  The Aging Initiative was formed with a mission to develop a competent workforce to meet the needs of aging Californians and their families.  This mission will be met through the development of curriculum, workforce, capacity, and sustainability. 
 
Adult Services Division representatives from Adult Protective Services (APS), Program Support, In-Home Supportive Services (IHSS), Multipurpose Senior Services Program (MSSP), and management were selected to complete coursework online through the Institute for Geriatric Social Work (IGSW) at Boston University. The advancement of knowledge and skills for service providers in aging is a goal of the CalSWEC Aging Initiative and was made possible, in part, through a grant by the Archstone Foundation.

The coursework consisted of the following:  Basic Issues in Aging, A guide to the Aging Network, Geriatric Assessment, Mental Health and Aging Issues, and Substance Abuse Among Older Adults.  Everyone that participated enjoyed the online learning experience and agreed that it provides an important foundation for those interested in working with our growing elderly population.

Working with the elder and dependent adult population requires that supervisors in the program often provide a unique skill set and training.  The need for consistent training across the state has been recognized for quite some time and the Adult Services Statewide Training Academy is working with the National Adult Protective Services Association and Project Master to develop core curriculum training for APS and IHSS.  IGSW will be participating in this important endeavor as part of the core training experience.

WHAT:  A number of staff from Children and Family Services Division and Administrative Services Division collaborated to accomplish the establishment of savings accounts at a local bank for 18 emancipated youth in the THP+ prior to the end of the fiscal year when the funding associated with this program would have been lost if not used.  This collaboration effectively utilized available funds and provided a valuable resource for the 18 emancipated youth.

“On behalf of the Emancipation Program, we cannot begin to thank all of you for your assistance, cooperation, collaboration, expediency, etc…. etc…., in making this happen!! You are all amazing and… we know a few emancipated kids who would agree with us!

The Humane Society’s website has some great articles and suggestions regarding how to keep your animals and your pets safe during a disaster, including  brochures, quizzes, and planning manuals that may be helpful.   The site also offers solutions to those who rescue animals from disasters.  All in all, it’s a great site to visit.

Q. Whom should I contact to suggest new information or to correct information
 for the SSA Internet or SSA Intranet websites? 

Answer:
The SSA Internet is managed by each Division’s Internet/Intranet Development Collaborative (IDC)
Manager who delegates or collaborates with Web Developers or Publishers to develop and
post new information and update existing information. Any new information for the SSA Internet must
be approved by the Public Information Officer (PIO), TerryLynn Fisher, (714) 541-7734, or
TerryLynn.Fisher@ssa.ocgov.com.  

The IDC Manager for Administrative Services Division is Ruena Wood, (714) 541-7405,
Ruena.Wood@ssa.ocgov.com.
The Administrative Services Division Intranet is also managed by each section’s Intranet Publisher(s).
The New Publisher is selected by each Section Manager.  Ruena and IT staff give Publishers access
to the secured drive for posting revised information on SSA Internet or Administrative Services
Division Intranet and for posting new information after it has been reviewed by the Public Information
Officer.

SSA Looking Ahead!

Overlay Area Code Dialing Plan – Effective August 23rd

On September 20, 2007, the California Public Utilities Commission (CPUC) ordered that a new Overlay Area Code be placed with the 714 Area Code. With the new Overlay dialing plan, all calls dialed within the 714 Area Code will need to be dialed using a 1+10 digit pattern: 1 + (Area Code) and phone number; i.e., 1 + (714) 555-1234. 

Mandatory dialing, 1+ 10 digits only, begins August 23rd, 2008 at 12:01 AM. 

On or before the date above, ALL automated dialing systems MUST BE CHANGED to dial 1+Area Code + phone number. This would include the following:

  • Security and fire alarms
  • Preprogrammed speed call numbers
  • Personal or departmental speed call lists
  • Auto-dial keys
  • Voice Mail Remote Notification
  • Fax memory dial entries:
  • If you have a fax machine with pre-programmed destinations, you must reprogram each entry that is currently dialing a 7 digit local number. For example, you have an entry on your fax machine that is preprogrammed to dial 9+834-5400 you must change the entry to dial 9+1+714+834-5400. 

If you have a security alarm or fire alarm within your facility you must contact the monitoring company and have them make the necessary changes to perform 1+10 digit dialing.  This change is not required for any number that is currently outside the 714 areacode.

It is the responsibility of the individual, department, agency or property owner to have their devices reprogrammed to meet the new dialing requirements.

I would just like to say thank y ou.  Melissa is a great addition to Truancy Court.  Last week we had a minor that said she could not make it to court because she did not have a ride.  I gave the minor’s father, Melissa's phone number and she was able to follow up with minor’s dad in regards to transportation arrangements for court.  Dad does not speak English; therefore, it was very helpful that Melissa is bi-lingual.  She is a great team player.  She and Carlos Cano, Senior Social Worker are extraordinary! Juana Hwang, Social Worker I, Adult Services/IHSS
I am writing you to thank you for your excellent employee, Juana Hwang.  Respectful of my numerous severe and chronic disabling illnesses, Juana’s kindness, patience and skill were clearly evident, even from our first meeting.  I could move only with great difficulty, and could barely sign my name on the forms, yet Juana showed great compassion and efficiency in helping me navigate the sign-up process so I would not be unduly overexerted.

Over these many months, I have noticed these attributes continually and also have been grateful for her quick problem-solving ability, and her calm encouraging resolve to help me in anyway I might need.  “Don’t worry,” “I will help you,” and “You will be fine” are typical reassurances I heard from Juana.  They are medicine to a patient whose health cannot tolerate any additional stress.

For example, as a severely ill patient, my ability to interview and hire quality candidates has been extremely limited and, consequently, I have hired less ideal workers.  Juana has suffered along with me, patiently enduring the result of my choices with the added paperwork and telephone calls that ensued.  Even though she has many other clients, she never once complained or acted exasperated at all the extra work I inadvertently caused her.   She remains the very study of gracious proficiency.

Another social worker might become angry, impatient or suddenly unavailable.  Yet Juana has made it clear, I may turn to her if I need any help, and this is greatly comforting. I feel she cares for me personally.  I count her as a true blessing.
